How it works: By putting the verb wäre at the start of the second clause, it functions as "if it were...".
Meaning: You are saying that in a different reality where things weren't so difficult, you wouldn't be as annoyed.
2. The Unreal Wish (Irrealer Wunsch)
"Wäre unsere Stadt doch bloß kein Müllmeer!"
The Signal Words: The combination of Konjunktiv II verb (wäre) + doch bloß is a classic B2 formula for a strong, emotional wish.
Meaning: You are dreaming of a clean city, implying the current reality is the opposite (a "sea of trash").
3. High-Level "Strong Verb" Substitution
Begänne (instead of würde beginnen): "Duty of care would begin..."
Nähmen (instead of würden nehmen): "...if only they would take responsibility...
Ärgerte (instead of würde ärgern): "It would annoy me less..."
4. Comparison with "Als ob" (Verse 2)
"...als gäbe es keine Regeln."
How it works: The phrase als gäbe (as if there were) uses the Konjunktiv II of geben.
Meaning: It describes a "comparison of unreality." The rules do exist, but the people act as if they didn't.
